GTA (for example) has a big city that feels empty and pretty lifeless, the environment of Sleeping Dogs was just brilliant, I loved the markets and snippets of conversation you would pick up.
The story and gameplay were very good, but it was the rich atmosphere that really pulled it together. It also helped that it wasn't set in a typical western city.

i was trying to think of another game that had a good atmosphere to compare it to, and i almost said saints row 3 but stopped myself because the atmosphere there pretty laughable (don't get me wrong i love that game). the only game that i really think has a good atmosphere that ive played might be skyrim, or maybe fable. both of those games being very different though
