From my perspective it matters little who is to blame, the solution is the same.

If you want to fix it an accurate assessment of the cause is important.

The whole visa process is the cause. That has to be fixed. Foreigners are stealing jobs and the companies and government are aiding and abetting them. We have to allow for situations where someone is so skilled that to not let them in is detrimental or where we have a gap in the number needed vs available, but we should not be pulling in people just because they are cheaper or have some arbitrary piece of paper.
