The ESRB, founded by the ESA, who EA is a partner in is to blame if government starts intervening in gaming.

My suggestion is for the ESRB to set all games with micro-transactions that rely on additional finances to improve gameplay performance to a rating of AO, with 70% of all profit made Micro-Transactions to be donated to institutions that help with Gambling Addiction.

Self-Regulation within the industry is the best course of action, if EA and other ESA members don't take action on this issue, they are almost fully to blame for government intervention.

Or, you can not create a ridiculous shakedown apparatus that lines the pockets of whoever passes for a 'gambling addiction specialist' this week. When a donation becomes mandatory, it can be assumed that the charity will end up corrupt.
