There are a couple of differences:

The operators that are available in the base game are fine even for high-level play. A friend of mine that plays at a high level (Platinum) mains Sledge, Fuze, and Doc and only really touches Ela and Hibana from the DLC ops (And he could play Kapkan and Thermite instead to fill the same roles).

Operators aren't unlocked via loot box like gear in BF2, they're unlocked via gameplay. The loot boxes they did add only have cosmetics, and are not purchasable with real money in any way.

It takes like 6 hours of gameplay to have a functional set of operators for 95% of situations: Thermite; Twtich/Thatcher; Rook; Bandit/Mute (2-3k renown, ~10 games). Another 6 to have enough to move that up to 99%.

The grindable ops were all added post-launch, whereas BF2 has them built into the base game (having to pay for/grind content that is already there versus stuff that was added.

Ubisoft doesn't release a new R6:Siege every year, choosing to continue expanding the current game. I'll take $30 worth of DLC per year for a game I already own versus a full game plus DLC and Microtransactions every year (COD; Battlefield/Battlefront). Plus if you're only interested in a single op, you can just grind for it rather than having to pay.
