1) Yes. I think of it like War thunder, you pay if you wanna avoid teh grinde. This spoils the game for me, so I`d never do it (that and I have no money).
2) Insurance is what you buy unless you want to lose your shiny new ship forever after a single bad gunfight ;) Also if you buy a ship with real money, it will always have free insurance, because real moneis is real.

In-Game.
In fact, i believe its been said by the devs that once the game launches you will only be able to buy in-game currency, no ships or guns etc.
