Hmm... This is not a bad way to "upgrade" to a New 3DS for those who still have an original or 3DS XL.
In addition to a C-stick, faster CPU, and more RAM, you also get access to the SNES Virtual Console.
I'd prefer them release a similarly discounted New 3DS XL, too.

I think the larger size of the XL series is the way to go. So much luxurious screen space! But my fiancee has smaller hands than I do, and she wanted a regular 3DS. We were lucky that Nintendo had just came out with the New 3DS to match the performance of the New 3DS XL, but they were only selling the new device in a bundle, so I picked it up with Animal Crossing.
I'm glad that they're selling it as a standalone now, but I would be happier to see an XL price drop along with it. Nintendo did a great job with the 3DS, but there are lots of people who just never got into the system.

I skipped the 3DS when it launched, due to the price. Once the XL came out and my desire for Mario Kart 7 came to a boil, I picked up an XL. Since then, it's been a fun ride. Mostly with 3DS games, but often also with Gameboy and NES VC titles. I've also played a few select games from my DS library on it.
I'm not a Smash Bros person, so the release of Smash Bros on the 3DS and the arrival of the New 3DS XL, really didn't compel me to trade up to a New 3DS XL.
Then... Nintendo released the SNES VC for New 3DS models only. Despite owning a real SNES and all the games I'm interested for it and can play it any time I want, the desire for portable SNES hits me in the GBA-era nostalgia. But is portable SNES worth the expense of a New 3DS XL at its current price? Not to me.
So if Nintendo was to reduce the price on the New 3DS XL.... I could see myself pulling the trigger on that.
