I've never seen it implemented with reading, but several RPGs have made your dialogue options (both number of options and grammar / vocabulary) dependent on your intelligence score.

Eh, people have done it. Heck, my little MUD I made does it with languages. You see strings of foreign looking words when you don't understand the language. As you learn it you can get bits and pieces, but still have the odd foreign word here and there until you master the language.

There have to be thousands and thousands of rpg game elements like this that no one has thought of before. The genre is going to look completely dried up, and someone will make a new game that will redefine RPG's completely. Maybe Kingdom Come is that game.
