Probably would need to be a communist centralised style economy at first - funded by capitalism from earth. Martians will still be human and will form dominance hierarchies and in tern get the most resources (the resources might not be hard cash maybe social capital or autonomy. Good luck if they want to start with a bunch of late stage SJWs running the show.
