No offense, but I'm guessing you don't have much understanding of how political offices work.

Elected officials don't even read the bills they vote on, they make their decisions based on two things: constituency support, and political advisement. Every U.S. Congressman has an entire team of staffers at their disposal, and has an expert on just about every political issue, and those staffers are responsible for giving advisement, particularly on technical issues.

Sorry to disappoint you if you were expecting elected officials to be some sort of omniscient demigods with highly technical knowledge on every bill that hits the floor.
