Hows this one? John Aster assasinated by crazed Italian “anarchist.” Done. Everybody knows immigrants are violent and crazy. Just blame it on crazy Italians.
Or poison them. Tons of poisons and back then there was no such thing as CSI. It would be hard to figure out if it was natural or who did it or why. Way easier than trying to figure out how to make an entire ship sink without an explosion in the North Atlantic.
Lots of people survived by the way. The “targets” might have too. Imagine going through all that trouble and then someone just gets on a lifeboat.
No, its an incredibly stupid theory.
Lets say you wanted to get rid of a rich guy named Leorge Goros, hypothetically. Is the easiest way to sink a cruise ship he was on with 10,000 other people? Or take out a large bridge he happened to be travelling over in his limo? That would be nuts. If his limo was besieged by BLM joggers, wouldnt that be plausibly random and a lot easier? Hypothetically?
I just think people suggesting these sort of theories haven’t given serious thought to this particular discipline.

There's an assassin on the boat and then the boat sinks as a cover story to have their deaths be plausible. What's so hard to understand about that line of thought?
