The runner-up opposition candidate from the primaries is the main candidate for the re-election.

Romney got to run because there was no chance he would win. Incumbents are relected (retained) at disturbingly high numbers, especially judges.

I have no knowledge on this, so I'll take your word for it. That being said, Bernie basically did win the last primary, and they just said "no".

I STILL can't believe Bernie's people didn't shit a fucking brick over that - I'm talking massive outrage. I think this may have been because his people were college students who were busy with college, and were forced to walk away to pay attention to classes again.

I don't know if this fact would effect the pattern you're talking about, but I'd guess that rather than runners-up the actual metric would be people who were "around" but didn't get too much attention so as to not have gotten much into the public's eye or something like that. Could be a bunch of factors, any of which I'm not close enough to to really say for sure.
