Not exactly. He had a delusion where he thought he went out with some niggress. Didn't actually happen, though, and the delusion parts basically had him taking her on dates, not fucking her or anything.

That was a minor plot point, but yes he did have a fantasy about dating his black neighbor, or maybe she was more mulato.
Anyway, I thought it was overrated. I don’t see how the character presented could become a criminal master mind like the Joker when he is a barely functional illiterate. It seemed like an unrelated screenplay that was shoehorned into the franchise.
The climatic scene where he confronts the tv host that was ridiculing him is underwhelming. It is meant to be some larger criticism of society but basically amounted to “don’t be mean to me”, which he delivered in a bitchy, effeminate manner.
