I haven't been to a single city that has panhandlers where I wasn't able to observe individuals and groups running scams if I just sat and watched for a short time, like 5-15 minutes. It's doubly unfortunate because there are people on the streets that could really use a hand or a hand out. But as it is you're more likely to be giving money to indolent scum.

For me it's cell phones. Not only do the ones running a con tend to have a current smartphone but they also can't help but check them compulsively. Street people who are down on their luck do not hang off their phones, assuming they even have one.
