Perhaps you've forgotten Verizon and netflix.

Also, lootboxes in games were completely legal in 2000 as well and just because they didn't have them then didn't mean it stayed that way.

Netflix was busted throttling themselves to frame ISPs.

I jumped the Verizon ship when they turned shitty and went to Tmo where they now have unlimited data plans and affordable phones. But - thats not ISP, thats cellular data, which TBH is a whole 'nother bullshit arena (data on phones isn't considered data used like on PCs).
