This looks like just a seized lug nut, and someone decided they were going to destroy a bunch of shit on the way to removing it... I wouldn't expect "removing truly seized bolts with expedient hand tools" to be on the list of tire changing basics. More than likely, the fucking garage that replaced the tire ignored the torque specs (EVERY FUCKING TIME!!!!) or used "torque sticks" (which are calibrated for a specific strength of impact from the gun) without an understanding of how they work.

It's not seized. The nut has a lock on it that requires a key. The idea is to prevent thieves from taking your rims.

Just heat the security nut red, let it cool off by itself and then remove it with a chisel & hammer until a visegrip or pipe wrench can grab onto it... sometimes just by hand.

I know but those were the only ways i could think of to fix it. i diffidently wouldn't recommend driving on a welded stud for long but it could be just the patch you need to make it to O'Reilly's/the next paycheck.

A hub wouldn't be cast it would be milled from stock [though now that i type that it seems obvious that it would be milled on a lathe and then add the studs later].
