In general it didnt work, people would go get sterilized after they had already had all the children they intended to have anyway.

Oddly enough, contraception (making kids an option) Rising health standards (if parents can reasonably believe their two children will make it to adulthood, they wont have 10 kids) Child labor law and education requirements (kids become a drain on family resources rather than an addition) And womens rights

All combined, lead to reduced birthrates without any kind of direct policy. Most lead to a better society in general too.
