I'm not sure post-apocalyptic is quite right, but it isn't entirely wrong. It's set after an event called "the conjunction of the spheres" where, basically, magic and monsters bled into whatever world The Witcher is set in (Earth maybe?). It definitely caused a lot of chaos, but society still keeps going. More or less.

Is it worth picking up on steam? like, what kind of game is it?

It's a medieval open world game. I've definitely enjoyed it. If it's on sale, go for it, for sure, if you like open world games. Without spoiling too much, you're a witcher (essentially a magically mutated and highly trained monster hunter) who goes around investigating an occurrence known as the Wild Hunt (which is the game's subtitle's namesake).
