Curiously enough that phrase refers to practice. It was used to describe a group of professional baseball players who were out on the field, still working on their game after the rest of the team went home. When a reporter questioned the coach about the players the coach said, "They're nice guys. They finish last."

So it really means you keep trying to improve yourself when others quit.
