The issue with that is moderators would need to have approval of the mod you are trying to throw content to. And what if that mod declines? Where will it go?
What could happen is that a moderation queue is setup and if a sub moderator deletes content from one they can enter the sub they think it belongs and it goes into a "approval" phase if approved it gets reposted as a new post and comments transfer over as well but if rejected it gets posted to /v/whatever instead. This allows for content not to get deleted and for conversations to still be there as well.

Yeah. Screw that. Sure you can combine systems that are already made from other sources to make this type of system.

Maybe throw it back at the user instead of more moderation work managing an approval system. I.e. you have a common list of redirect reasons and the user gets: "this doesn't look like it belongs here, would you like to move your thread to this affiliate verse instead or delete?"
