I've lived in some places where fat people, as a general rule, do take the stairs. You seriously don't want that. One obese person is all it takes to stall the already often tediously slow pace of foot traffic on stairs. It's not even close to enough exercise to make a dent in someone's weight unless they're running them many times a day every day without "rewarding" themselves with more calories. Doesn't do them any good, and it just ensures that people who DO take care of themselves have to suffer because of the fatty who wants to think of themselves as healthy because they managed a herculean feat of using stairs.

The standard overweight level fat isn't much better. Though at least they tend to be small enough to not totally block off medium to large stairs by themselves. Ideally they just end up creating fast and slow lanes. Though even that's a bit of a dice roll on the general public being sensible enough to understand the situation.
