I'm all for the walking around part but that sort of thing can have a negative effect on people trying to get out of being on the dole. For those lazy idiots they can easily pull off walking to a soup kitchen since they got all the time in the world. Whereas for people working jobs but needing assistance in the meantime, it only adds more to the logistical problems of the day. Now they have to factor in traveling across town on top of getting to work. This is especially difficult if the soup kitchen has shitty hours.

If we're talking about restrictions, then why not just assess the health and only give what they need. Sort of like the WIC system that is setup in America. They only get coupons that can only be used for raw items and whatever is on the coupon is what you get. Reason being is because well supermarkets tend to have better hours so it'll make scheduling way more simplier.

Yeah, I guess that was a bit extreme. The only WIC users I have ever known were fat. The house staple was bologna, mayo and white bread sandwich. I was questioned when I ordered a salad with them.
