It's most likely because they produce far more circus-tent-size dresses than human-size ones. Thus, they can order more at a time for larger discounts, and the factory workers will be more experienced making bigger dresses, etc. The whole supply chain is geared better for making bigger dresses because they move more of them.

If I remember it right, Target apologized for it and explained that is just a normal color name and happened accidentally that the two products had different color names. I believe they stopped (temporary?) using manatee gray as a color even if it is the correct color name.

I'm assuming the cost difference is because, even though they use more fabric for larger sizes, they don't need to really worry about tailoring the clothing. Either way, it's going to look like a tarp.
