BMI is good for telling when someone is fat but the bottom end is not so accurate anymore. BMI was designed mid industrial revolution so there were a lot more factory jobs before machines. Here is a dexa scan that someone posted on reddit that shows a normal but obese body fat %. This is pretty much your average office/couch potato.

That's a guy. For women BMI is even more lenient. Sedentary people don't have a lot of muscle mass and that's fine but that doesn't mean you should replace it with fat to meet an outdated measurement. Women and some dyel guys can certainly have underweight BMI and be perfectly healthy.

I'm aware - but 100 pound girls at 5'5" are generally not a healthy size/
