Because a lot of social workers are morbid fats and the teen just has baby weight.
But you can be sure all the social worker hams would be breaking down the family door and bringing down the weight of the law on the parents if the kid even slightly hinted at being underweight.

Social workers in general are pretty useless. I think part of it comes from the restrictions placed on them, and part of it is lazyness. At least, that was my experience growing up with them in the public school system or community centres. Some of the worst ones were fat. Big (teehee) shock there! /s
