Nope, the whole family. The school lunch thing just got the most attention. "Active families" is one of three main parts of "Let's Move," the PALA program includes rewards for adults who are "active" (although this was technically done by the former President), the "Drink Up" program included adults, and other fitness organizations gave Michelle awards for motivating better eating habits and exercise for adults and children. Realistically, it's not like kids are going to eat better when their parents are the ones who buy the food and feed it to them. If she didn't include the whole family it would have been even worse. I know Michelle took a lot of crap for doing this program (from fat Republicans, I suppose), but at least it was not HAES. Too bad so much of it was poorly thought out, like every other government program ever.
