Pretty much. Although there is a certain fear of the government in the sense that they are the ones that can fine and imprison me, like you say, the real threat is other people who have been completely subverted by the fear mongering. A person denouncing me could lead me to losing my job and getting expelled from university. On top of that, it could also lead me to getting fined and imprisoned.
I gotta admit, the people in charge we're clever. By claiming the mask protect others instead of the other way around, they created a false moral duty that in turn created a culture of denunciation. I've seen people claim that not wearing a mask is akin to drunk driving.
This eerily similar to the culture of denunciation you find in communist countries or, even better, 1984. Now I wonder if people will put up with the forced vaccination, even if the vaccine comes from China and took way less time to develop than what it normally takes to make an actual safe vaccine.
