Well I'm not in favor of these policies, but for the sake of argument - many european countries tried to boost their birth rate organically because they feared that a shortage of workers and population imbalance between workers and retirees would leave them unable to care for their elderly or to pay for the retirement benefits and social programs that they had promised their citizens. They were not successful in boosting the birth rate, so they got jewed into importing hordes of african and middle eastern savages to make up for the population imbalance. The only reason the US was not falling victim to the same problem was because of immigration and the mexicans having tons of babies so they were convinced that they should try and replicate those circumstances in europe.
The concern is the same concern that the US has with social security and medicare. European socialists worry there will be too few workers to bring in enough tax revenue so they'd have to cut benefits
