"Welfare Queen" has a totally different feel to it when it's referencing a married stay at home mother who receives taxpayer support for raising and homeschooling her many white children.
Are you dense? I was stating a hypothetical scenario based on op's post and on examples of welfare policies that countries have used to try and increase their own birthrate, I wasn't making a policy proposal.
Well I'm not in favor of these policies, but for the sake of argument - many european countries tried to boost their birth rate organically because they feared that a shortage of workers and population imbalance between workers and retirees would leave them unable to care for their elderly or to pay for the retirement benefits and social programs that they had promised their citizens. They were not successful in boosting the birth rate, so they got jewed into importing hordes of african and middle eastern savages to make up for the population imbalance. The only reason the US was not falling victim to the same problem was because of immigration and the mexicans having tons of babies so they were convinced that they should try and replicate those circumstances in europe.

He means incentives, not welfare. Tax benefits and the like, in already earned income.
