Outmigration is actually an appropriate term. Immigration/emmigration is almost exclusively used for moving to/from countries. They're talking about moving within a country from city to city.

Just because people only use it when others are migrating between countries does not mean this is not the proper term. You can use this verb with any scale or size of location, it does not change the meaning of the verb.
