Not very likely within the EU. I have no experience ordering to countries in the south, but have never heard of customs being tougher there than anywhere else. Ordering from for example Netherlands, Belgium and the U.K. poses a greater risk than ordering from for example Germany, France or Switzerland. Ordering from a so-called high risk country to countries that are known for tough customs poses an even greater risk. Also keep in mind that in general, postal companies make no guarantees for delivery across borders as they might do domestically, therefore it might take much longer or much shorter than expected. Your friend ought to contact the vendor and ask about it, from anyone else you will only get guesses.

Thank you. The package has to go from Schnitzel country to northern Cotoletta country (1000km or 10h at most). My friend contacted his vendor and he said it was shipped on Monday morning. It's Wendnesday and it hasn't yet arrived. He thinks he's been scammed.

In that case I wouldn't worry, not even domestic shipping is that fast. After two weeks I would consider it lost or scammed.
