We use the combustion of things such as coal, or the radiation of uranium (that's what they use, right?) to heat water to steam, which we then use to turn turbines and produce electricity.
So, yeah, it's 'combustion' powered, but we use it to superheat water and keep it pressurized to turn into steam.
