If the person is eligible for welfare the decision has already been made they need it. Adding extra hurdles will then not prevent fraud but only keep the needy from the assistance. If you want to keep welfare from being offered at all I disagree but I won't call your desire evil. This is different.

Discouraging someone from collecting welfare is synonymous with encouraging them to get a job and be self sufficient.

No it isn't. The vast majority of people on welfare actually wish they could be working and self-sufficient instead. But even if you disagree, a person's desire to work is only tangentially related to how hard it is to get welfare and making welfare harder to get is anything but encouraging.
