What kind of game are you looking for? How many players? How heavy? Just low budget is a very vague criteria.

I'm new to playing boardgames so I don't have a set group I play with or anything. So far it's mostly been with friends and family while on vacation which can range from 3-10 players. Most people I play with are older so they don't have to be easy for children to play but we also like to "have a good time" while playing so sometimes intoxication is an issue.

Are you looking for a light social game or something more meaty?

Socially I think that One Night Ultimate Werewolf is a good choice. It plays up to ten, and is so cheap you could buy the base game and the expansion and still be under your $40. It's quick, and will have you playing multiple rounds a night. It's also super easy to teach.

If you want a deck builder that supports up to 4 people, Dominion and Dominion Intrigue are both under $40 bucks. Donald X created the deck building genre, and his games are still affordable. If you buy both base sets you can also play with 6 people, but I feel playing with that many bogs the game down.

If you want cheap Co-op, anything by Matt Leacock is a good choice. Whether it be Pandemic, Forbidden Island, or Forbidden Desert. All of which fall under 40 bucks.

If you want a lite, high luck dice game, I recommend King of Tokyo

Not a board game, but I bought BANG (The "Bullet" version) for a little over $20, and it's a game about politics and combat. Like a combination of Magic: The Gathering with Uno.

You got a job (usually to kill a specific person or to stay alive) and a bunch of cards to defend yourself or attack players. Only one job is revealed at the start of the game, and each person must protect or kill him, based on their job. Attack him and reveal who you are, or attack his allies while pretending to be one of his own? Buy your allies or blackmail your enemies. Or just go all out and start killing off everyone not on your side.

I usually get bugged by my friends to play this for an hour or so about every other day. New chance at a job and the chance to manipulate your friends keeps them coming back, I guess. Although, they know to never trust a word I say once the game starts. It makes it REALLY hard when I'm supposed to be on their side.

This is a great game, we really enjoy playing this in large groups.

for all types of players

That's a tough one. If we're going cheap - Hanabi, Resistance, Love Letter - but there are some serious differences in there, and inevitably some players won't like all three (or any!).

Wyatt Earp is a fun card game, if you want dice, Fill or Bust. For a quick game you can sit and chat while playing, Too Many Monkeys.

I would second Dominion if they will play deck builders. Keep an eye on Craigslist, I have found some expensive games for more than half off.

I don't think its been mentioned yet but "Print and Play" games are definitely a budget friendly way to play games. You can find a bunch on BGG. I would recommend looking at reviews and youtube videos to see what would suit your needs.
