I heard 11%

the 5% doesn't count people that have stopped looking for work and the underemployed

How so they determine I am underemployed?

If I got a creative writing degree is there a set income they expect from me?

Or if I was a manager and now a more highly paid but lower tier employee?

part timers and temps are considered under employed as they are not in permanent full time positions
