A little bit of back story, today I'm driving home I get off the freeway and I end up behind this black Ford Escape and we are just sitting at a 4 way stop no other cars in sight. I waited about a minute and then honked, the passenger flips me off then they start driving so I continue behind them as they were going the same way I needed to go, they twice on the road slammed on their brakes coming to a complete stop in the middle of the road, I tried to pass they weaved into whatever lane I was in then at the round about I have to go through they again stopped in the round about twice the second time the passenger hanging her whole upper body out of the window pointing and laughing(why?) these were obviously teenagers, What is the appropriate response to this? Should I have called 911 I tried the non emergency number but the police station was closed. I'm not one to report people as I believe getting the police involved should be the absolute last resort, but fucking A, these kids are going to get them selves or someone else killed behaving like that. So Goats how would you handle this or something similar?
TLDR: Teenagers acting stupid while driving trying to cause accidents. Whats the appropriate response?

Yes it is a small town, No I don't know the vehicle but I'll be watching for it now, I think my best option is too follow it the next time I see those kids driving it and hopefully find out where they live and go there and speak with the parents.

that is certainly not the best idea, try to remember the make/model and color and if you can get even a partial of the plate, the first three number/letters will do the trick, if you see something illegal like what you described you should notify authorities, I hate to say that as I agree that is the last thing you want to do, especially these days, however dangerous is dangerous and with vehicles, dangerous can be deadly. the local pd may have been closed but the county/parish was open im sure. As far as your experience, you might want to bring it up with the local pd, non emergency like you mentioned, truth be told, teenagers+small town+douchebagery='s the local pd most likely already knowing them, and can make the possibility of informal warning much more plausible.
