The main purpose of the T1000 is infiltration. i.e. using his morphing characteristics to blend in and assume the identities of humans to kill as many rebels as possible.
In the movies he had a single mission to kill a single target. He exposed himself in several cases to maintain his objective. If he didn't have to expose himself to protect or kill his target I think he could last much longer.
If his programming dictates kill as many as possible this would entail him surviving as long as possible to achieve the highest kill count. I would think he would bide his time and slowly rack up kills using strategic methods. Killing then assuming a new identity to avoid detection.
He could even kill his way up the chain of command until he assumed the identity of the president.
So it would stand to reason that he would maintain stealth cover until he was sure he could kill without being detected before he slipped back into stealth mode and planned his next move.
End result? I would think alot of unexplained murders would happen that would baffle law enforcement until he racked up enough kills to bring in other government agencies with more resources, this would hopefully lead to a confrontation with heavily armed forces.
Given how hard they are to kill with conventional weapons who knows how many hits he would take before someone gets lucky and hits his CPU.
