This sounds plausible.
I have an iPhone 6 (Verizon) and my wife has an iPhone 7 (Verizon). We recently went to Europe and in our first stop in London, we picked up SIM cards from Three. While in the UK, the Three SIM gave us a fast LTE connection. When we data-roamed to Paris, Rome, and Amsterdam, the partner connections also gave us decent LTE and 3G support.
When we returned to the United States, on a whim, we checked to see what our Three SIMs would do here and... they joined T-Mobile as a partner for 3G speed.
Popping our Three SIMs out and popping back in our Verizon ones, we were back to LTE speeds, but they were kind of slower than the UK and Europe.
So perhaps Apple or Verizon are screwing with us.
