In actuality is that 1% funding the campaigns against the 1%. They want to replace this with a system that has no social mobility. Maybe similar to Maduro's system in Venezuela. There, under socialism, the 1% continues to enjoy their country club and the good life, while 99% starve.

I'm not educated on the subject enough to really know. I do know, from my brother-in-law (cop) that tickets and the very minimal amount of asset forfeiture they do (mostly weed growing houses and meth lab houses) result in the entire profit going to the county's general fund. Which ends up as discretionary budget. Which goes mostly to roads and social services. The sheriff's department doesnt get any of it back, because their budget is set each year. I wouldn't say that 1%ers are benefitting other than their roads are the most likely to be paved and maintained. Social services just give out services to poor people and the homeless. I have no doubt that some 1%ers have figured out a way to win bids for doing some of those services like building the homeless shelters and providing supplies, like food. The big shots of that county pretty much control the county counsel (I used to live there, they are low key corrupt) and I'm sure they find a way to pocket as much tax money as possible.
One scam I just remembered is where a former county counselmen owns a hotel and the county has an exclusive contract with that hotel to provide rooms to mental health people that can't get into a psych facility, and for domestic violence "victims" that can't get a spot in one of the women's shelters or safe houses. Guarantee the county is paying a premium for rooms too.
