We made several experimental changes to the voating mechanism. Here is a highligt of the changes.
- in order to be able to downvoat a comment or submission in a sub, user now must have at least x CCP (earned in said sub, exact value can be defined by sub owners through subverse settings)
This means that even if a user has 5000 CCP earned in a sub like circlejerk, these CCPs are worthless in all other subs.
- in order to be able to downvoat at all, user must have a higher upvoated to downvoated ratio
Effectively, this means that a user with 100 CCP can no longer downvoat more than 100 submissions, the same applies to comments.
This translates to a similar principle we have in democracy today. As a citizen living in town X, you can not choose who gets to be a mayor of town Y.
For now, there are no warnings if a voting action is rejected by the system.

Edit: in order to see your current CCP for any sub, you need to visit the frontpage of that sub and your CCP will be shown in the sidebar.
Edit 2: there will be a new option in sub settings where sub owners can define minimum required CCP (earned in their sub) in order to accept downvotes. Default minimum CCP will be set to 0 meaning everyone can downvote anything regardless of how they earned their CCP.
Edit 3: there is now a setting in subverse settings which subverse owners can use to adjust the minimum required CCP for downvoting in their subs. The default for all existing voat subs and all newly created subs is 0, meaning that everyone can downvote both comments and submissions (given that they have reached initial voat 100 CCP in other subs).
