I mentioned it too, a few hours before Atko fixed it, back here:

Possible things that could cause this:

  • A harddrive / partition is full. Could be something as trivial as the partition where log files are saved.

Although I should have known it couldn't be the DB, since we knew the API was still running at the time.

Yeah, the API was up so it wasn't the DB. They're almost certainly switched on the same inbound hardware, so it wasn't a configuration error. It was a standard code and not one of CF's gibberish codes. I'm not an expert but I'm pretty fluent in the field.
