You should watch it if:
You love beautiful visuals and music. 5 Centimeter per Second simply looks amazing, it is one of the most beautiful, if not the most beautiful anime I have yet to watch.
You like relatable anime and have been in love. I know some people disagree with me on this one, but 5 Centimeter per Second manages to make you relate to the characters extremely well. Using monologue together with emotional responses, 5 Centimeter per Second completely nails how it feels to be in love.
You like anime that has an emotional impact. At least if you can relate to the characters emotions, this movie will probably be an emotional experience. At least it was to me.
You like thematic anime. 5 Centimeter Per Second is about how love fades over time and does a very good job at portraying it. As a result, it's not just another shallow romance but there's actual meaning to it as well.
You might want to avoid it if:
You put a huge weight on characters being memorable. 5 Centimeter per Second just doesn't have memorable characters, since most focus is spent on being relatable rather than fleshing out the characters. And as a result, the characters ends up being the shows weakest point.

You could try Hoshi no Koe which is another well-crafted film by Makoto Shinkai that also is romance, but only 25 minutes long.

It's always great to see anime do a lot with not much time! It's why I'm quite fond of my two favorite shorts, Tsumiki no Ie and Furiko. 12 and 3 minutes each, I highly recommend giving both a try. At worst, you wasted 15 minutes of your time. At best, you watched something you found outstanding.
