I really like good background art. I love a lot of shows that put a hell of a lot of work into accurate depictions of complicated backgrounds. Thus I love Studio Ghibli stuff for its visuals (even though the characters are often too family-friendly to engage my attention). And if you can be happy just with visually ornate background art, you can be happy with Wings of Honneamise.
In a sense, the most important character in this story is the team trying to get the rocket into space. That conflict definitely gets resolved.
But the ending is something of a Gainax ending. The story took a lot of time getting me emotionally invested in the characters. There were several important personal subplots for characters that did not get resolved.
Quite a few shows have had much weirder Gainax endings. The first one that people mention is Neon Genesis Evangelion. But perhaps the most representative example was Panty & Stocking with Garterbelt.

Ironically enough, GAINAX themselves buried the ghost of GAINAX ending with Gurren-Lagann, which had a great ending. Took them many years of unsuccessful attempts.
