If it is, it's illegal according to NZ law. Besides, the wool is more useful than the skin of the animal and slaughterhouses are under strict guidelines to kill the animal humanely before they begin skinning or harvesting the meat or organs. The people you heard it from should take whatever evidence they have to their nearest SPCA inspectors if it is happening so people can be prosecuted for breaking the Animal Welfare Act.
