He shouldn't have been tying up the phone lines. There are real people trying to contact 911 about actual emergencies. AS far as 911 was concerned, this man already had police officers at his location. They thought "What can we do? Send more?"

It sounds like this poor kid may have been mentally disturbed from what his mother states in the article. It could also contribute to why he was unwilling to give his name, and had to call multiple times. I have no doubt that the 911 dispatchers have to deal with fake or bullshit calls from crazy people on a regular basis. This is likely the result of dealing with those types of situations. If you're in danger, withholding your name isn't going to do you much good.
