Legalizing drugs would only stop incarceration. You don't need to legalize to give people clean needles. Overdoses would go thru the roof (for a bit). But they would love to keep the masses high and overdosing.

Because people who've been considering to experiment with the drug would. They would think they know best and likely overdose themselves.

TLDR; People are stupid and don't follow recommendations for dosages. The same thing happens with prescription drugs. Darwin still has a field day.
