So the problem is not about radioisotopes flowing into the pacific, but staying in groundwater. Glad for the correction

I think you misinterpreted what's going on there. The problem is that the containment vessels are compromised and groundwater flow is carrying contaminants into the ocean. If it stayed where it was, it wouldn't be a problem. That's the goal of the soil freezing operation: To stop the groundwater from moving. Groundwater flows like rivers. In fact, there are far more underground rivers moving far greater amounts of water than all of the surface rivers.
