Although there is an implicit threat, the quotation in the headline is plain wrong - from what I've seen, the (former) Mexican official never says anything about "unleashing" the drug cartels.
Whether they'll just start looking the other way if they can't have it their way is another question. Personally, I think it would be in Mexico's best interest not to give organized crime even more power than it already has.

For example, the drugs that come through Mexico from South America, or the drugs that are produced here in Mexico all go to the United States. This is not our problem.
You are right about the headline but that statement is a doozy.
