The comments are retarded.
Japan is doing this because of the US. The US wants Japan to play a bigger role outside of Japan. If China is a factor, then it is only because of what China is doing in the seas by building islands and trying to capture large patches of sea territory. Granted I'll admit that not wanting China to get ahead in Africa is probably part of the agenda too.
The Japanese Constitution is very clear about military build up, read Article 9 for yourself. The English version is the original. Eventhough, MacArthur setup the original peace Constitution for Japan, he also allowed the vague translation because he needed Japan's cooperation during the Korean War.
I agree that Japan should be focusing on job creation with in Japan instead of international expansion.
