Got mixed feelings on this. On the one hand, Duterte's anti-drug war is incredibly brutal and effectively leads to a police state with a better name because the better part of the killing is done by extra-legal death squads. It goes beyond saying that this goes well beyond the human rights charter upheld by the UN.
On the other hand, Duterte's tactics nonetheless were effective in Davao, a crime-infested hellhole which is now deemed the safest city on the entire Philippines because Duterte made sure the hell part chiefly applies to drug dealers. Moreover, the UN's criticism of Duterte's tactics seems to be fairly hypocritical when the UN merrily looks the other way when UN members like China or Saudi Arabia spit on the basic human rights.
