The short answer is that this is the inevitable outcome of socialism.
Socialists have turned the most resource rich south american country into a post apocalypse parody. O wait, I forgot, this didn't work because they didn't do it right/ the right people were not in charge / the US had it out for them / Patriarchy / CIA / Aliens. Did I miss any?

Basically, Venuzuela relied on oil money as the source of funding for government programs. Now that oil is super cheap, they are fucked.
